Participation in one or more of the LCC Program's projects is through the completion and signing of a Memorandum of Agreement between the Linking Councils & Communities program and the interested party.

To date 78 Local Governments have signed a Memorandum of Agreement (MOA) to participate in the implementation phase of the LCC Program's Web Enablement sub-project. This MOA is for development and hosting of their public websites through the Program. Thus far, 62 Councils have had their new websites go 'live' with the remainder in various stages of development.

Currently 34 Local Governments have signed a Memorandum of Agreement (MOA) to participate in the LCC Program's Telecommunication Enhancements sub-project. This MOA is for the provison of a Gateway PC and associated support and security services.
