The core components of the LCC capacity building program includes the provision of infrastructure, access to functionality, and support for Local Government in enhancing their online presence.

A fundamental facet of the infrastructure provided under the Program is the provision of a shared Web Content Management System. The key attributes for Councils using this shared service includes:

• Self sufficient web publishing and content management capabilities.
• Ability for content categorisation and capacity for differing access levels (Inter, Intra, Extra [.net]).
• Whole of State Local Government Portal.

Other aspects of services provided by the Program includes training services, helpdesk support, and access to Whole of Local Governmnet Portal.
